HTML page design needed

I need to have several HTML pages designed.
For this project, I only need the front pages designed.
I will provide all design and layout.
Typically, I will provide an image or a rough sketch of what I need.
The developer needs to translate the images or concept given into HTML code.
ALSO... you need to know Photoshop or other graphics package.
This will be needed to edit graphics.
The graphics will either be subtle decoration for the website or will be a well edited picture at the top of the page.
These jobs are very basic and simple ones.
More advanced ones will follow.
Whoever I work with HAS to have EXCELLENT English.
In the past, I have had problems speaking to someone who speaks English - but doesn't understand!
