Website Design with SIMPLE Search

This will be a site for pet sitters to list their services
Need a fairly simple site designed with just a few features. People will pay yearly dues to have their info listed at my site by zip codes. They will be allowed to enter mutiple zip codes for their listing. On the index page visitors will have the opition to search by zip codes to find the members in those zip codes. Look at [url removed, login to view] and you will see a search box for zips, put in 76180 and look at the results, you will see what I am talking about.
Will need a good membership logo for members to display on their website showing they are a member of this site
I will need to be able to approve listings after I confirm payment
I need a nice professional looking site with these features where I can add or change the text on the pages with simple html knowledge.
I do not have a lot to spend on this so please bid with that in mind.
