Ultimate website required

I need a company/organization website designed and developed in HTML5 for desktop/tablet and mobile versions. It should be both cloud compatible (windows azure) and windows web hosting. The website should have the following modules 1. Able to perform transaction from Credit Card, PayPal, Moneybookers and save the money in the form of virtual money on the website 2. Should be well secured (hack proof..i do not want a loop hole for security/recovery reasons) 3. Contain admin panel with account restrictions 4. Should have a panel where users can post project requirements (like freelancer website) 5. Should contain a panel where game credits are stored apart from virtual money (like game center points in apple devices) 6. Company/Organization description pages 7. Payout options for users 8. Any other features to be discussed at personal message For the project, these are my terms: 1. I will not pay a penny for part completion. If you can't finish the job, please don't bid. 2. Milestones will not be created, the full amount will be transferred to your account on completion of the project and after the code being thoroughly tested. I avoid this cause I had to create disputes before as some freelances could not deliver. Do not push me to create milestones. I will cancel the project immediately. You give me work, and I pay.
