Mobile App for sending and receiving notifications

The Cayman Islands Mosquito Research & Control Unit is seeking proposals to design a mobile app that can be used on both android and ios. The app should do the following:
Allow users to submit a report on mosquito biting rates at their location. The report should contain geo ref data to enable mapping and the date and time.
All data submitted should be viewable on a situation report map.
App should also allow the MRCU to submit notifications to users of any planned mosquito spraying ops. Information sent will state data, spray time and general area.
App will require ongoing support for a 12 month period to ensure it is bug free.
