Odessa Page for Excelence

PRIVATE. For EXCELLENCE I am looking for a firm, or preferably individual with outstanding graphic design skills to put together an information portal page for Odessa Ukraine. I am looking for a very clean, and sharp design with static Menu on Top of the page, on the right of the page and on the bottom of the page. The selected individual will be shown a website which I want to be used as a general template to follow, of course with much better graphical design. I am looking for this to be done either in ASP, PHP or HTML (no flash). Also, there needs to be a search function which will of course search the entire site. I only need one page done, as I have working knowledge of coding myself and can populate content and the create the rest of the pages once this final product is provided. Once again, I am looking for someone who can deliver an outstanding graphical design of the menu which will incorporate images of Odessa Ukraine and have a very clean look to it.
