One Page Website Coding/Slicing (easy)

Hi,
My designer have already designed a one-page slice-able graphic and I need someone to slice it into a fluid header and footer.
Fluid means that it will strech throughout the entire page leaving no space at all in the background (no background).
It has to perfectly fit the page, I think you can do this using CSS but you're not obligated to, as long as the job is done.
Attached is an image, please take a look, one is sliceable and the other one is what I want it to look like.
If I want to add another window/box there, I want to be able to just copy and paste a code, or better off, you can design a secured admin panel for me so that I can enter all the categories' info.
Each category will have a title, a graphic, a description and a url/urls.
