Portal website for Users to find Care Workers and Hire

need portal that allows Careworkers to setup a free profile as well as a paid profile. Paid profiles have quicker approvals to list on the website. No personal details or contacts are allowed to be seen. Users must be able to access the Careworkers profiles and view their experience and be able to purchase their contact details for a small once off fee. Users and careworkers must be able to communicate by means of selectable questions. NO inputtable text allowed for communication. User must be able to select a question from a list and submit to careworker. Careworker must be able to select a suitable answer to reply back. Admin portal needed for owners to manage the website, approve careworker profiles, edit info, block careworkers and users if necessary, add or remove questions and answers, add ailments and experience for Careworkers to select from. A rating system is also needed for Users to rate careworkers after they have been utilized. Donations should also be allowed in the woocommerce for users to donate, as well as for careworkers to donate money to other careworkers not being able to afford the paid profile option. All relevant notification emails to also be built, such as new user reigstration, new careworker registration, purchases made, etc. Reporting is needed in the admin portal for owner to view sales etc. that have been done. Payment gateway will be done through Standard Bank South Africa payment Gateway, need this set up as well. VB.net (VB not C#) & ASPX is preferable, but open to other suggestions such as Wordpress if it is possible.
