Programmer with a knowledge of Shopify's Liquid language needed to add functionalities to an already existing website

We are a textile company and we are in need of a programmer that is familiar with and has a knowledge of Shopify's Liquid language. The website is already done but some customized functionalities are needed.
1. We will need to add videos to every product and on the main page also.
2. We need to be able to use meter/yard as a quantity. Our industry requires to be able to sell even less than one meter/yard ( 0.10, 0.20, 0.30, 0.70...).
3. Two options to sign up, as an individual and business (wholesale). To sign up as a business, the clients will need to make a request by giving a company document, social media webpage, or something that proves that they will resell our products. If the request is accepted by us, they will be able to see cheaper prices according to the quantity they purchase ( for example, up to 5 meters 20 euros, 10 to 20 meters - 10 euros etc)
4. We need a product category for custom orders. There shouldn't be any products, just a blank page with the options of inserting a link or a file (picture), choosing a color and quantity. This also should work by request. In case we accept the order, we get back to the client with a price for the order and they can choose if they want to purchase or not.
