PR project

I want to know how much my project would cost before hiring you. I need to design a web page to sell a service over the internet. the service will be explained in a video which the customer can download from the web site together with other materials. I want the site to charge the customer and once paid they can have access to download video and materials. I believe I can have someone take the video for me. The web page will have to be in Spanish, as my product will be sold in Puerto Rico. So I am thinking you can help me with designing the web page, e commerce, sales and marketing on social media but targeting only Puerto Rico.
