Converting a WP plug-in to legacy Symfony 1.4a

We have a website built in an old version of Symfony (v1.4). Which also only works with an old PHP version (5.4-ish) Now we need a function/service which is as yet only developed as a plug in for WordPress. What the plug in does? It locks and unlocks links on our website, communicating with an external server, which decides what links to unlock.

So the job is to analyze/deconstruct the WP plug-in and make a similar solution which is working and doing the same stuff on our Symfony 1.4 website.
