Vimeo API Developer - Prevent video scrubbing

We have a LMS which uses Vimeo to host our video library. Each module has a video that needs to be watched before the user can answer a set of questions. Each video is an iFrame. We want to make it so that users cannot fast forward or scrub a video on a mobile device.
We have removed the play bar from a desktop environment, but are unable to remove that progress bar from a mobile device.
Best cast scenario, if a user did scrub the video, they would be returned to the beginning of the video.
