The project is not completed according to the dispute

Stage 1,2 were completed but with delays due to an incorrect version of storm used for Stage 1 and some bugs in stage 2 (this should have been checked by the freelancer). We still payed him for the work although it was delayed. Stage 3 was a bit of problem as we were again delayed for 3 days with no response. Instead of waiting, we started to build part of the code ourselves. We managed to complete majority of the work and when the freelancer finally responded we still offered the remaining work to him and also offered to pay for the reduced part for stage 3 (as we already had built majority of the code). When we offered this, the freelancer suddenly suggested that due to delays in stage 1 & 2 (caused by him), we wanted more money for stage 1,2 and was happy with reduced payment for stage 3 (he kept the total amount of the cost same). We did not agree and hence the dispute. He is a good programmer but delayed work has caused this work to be incomplete
