I need a simple windows application that will compare a taken jpeg image from any source to a set of images save on my computer or the projects resources. The pictures will be leaves of herbal plants , the logic will be that if the program finds a matching image of the leaf uploaded to the software, it will then display some information on the screen about the software.
The software will contain at most 3 modules - one the browser module which will allow the user to look and browse for all the stored images and its description
The add image which will save at least three picture of a selected leave and where user will enter its descriptions
The search module which allows the user to browse an existing picture from his computer then search if it will match the ones in the database and display the description
You will not need to include any data entry task here, i can fill out the description for the image
The most important part is the image comparison algorithm, i need it well describe and easy to understand module, you may use existing API for it but it must be strictly well defined and editable.

also include a description of what algorithm you will use to do this project and I prefer bidders with visual studio express edition 2010 for this project. I need it done in C#, this is a simple application so forgive me if the description too long.
I also need the project file for this as i will take charge of the design, your task will be the logic of the program only.
