463181 css drop down accordion menu

I need the attached navigation fixed or rebuilt. It needs to work on ie6, 7, 8 and firefox. JS can be used but need the code to be div based css. Clean and commented as well. the menu should be fixed so all top level items such as united states is in line. Styles should be as are now. Please review the attached file and your ability to do this before you bid.
