Grabbing Cell Phone Numbers from Forum

A cell phone grabber from an existing forum (vBulletin) is needed. The forum started in 2007 and consists of million posts. Members are publishing their cell phone numbers in their posts and replies (they are not hidden). What we need is the following:
1) Someone who could grab all the cell phone numbers from the forum which start with (08) as an example. The extracted cell phone numbers must be 10 characters long.
2) We are only interested in cell phone numbers, which exist in 2010, and 2011 posts.
3) The forum is in Arabic language but the phones are represented in English numbers.
4) The output file should be a text file which has each phone number in a new line.
5) Use whatever tools or scripts to get the task done.
ALL NUMBERS MUST BE FROM THE PROVIDED SITE AND ACCURATE AS WE WILL BE DOING SOME RANDOM CHECKS TO VERIFY. PLEASE BID IF YOU ARE A SERIOUS BIDDER AND YOU KNOW WHAT TO DO AND HOW YOU WILL DO IT.
