Integrate rich text editor control to ASP.Net/Vb.net project

I am building a web application for handling internal letter communications.

Developing in VS2015 using [url removed, login to view] The project is using Master Page/Content Pages model.

Also, UpdatePanels are used.

Issue:

I am trying to add a rich text editor to the letter draft page with TinyMCE. But I am not able to display the tinymce editor from the content page as well as from the master page. The control is working in an independent page.

I am enclosing three scenarios which are working and not working:

1. Integrated on an independent page (Working). See [url removed, login to view]

2. Integrated on master page (Not working). See [url removed, login to view]

3. Integrated on content page (Not working. See [url removed, login to view]

We want the same to work in content page. Please help.
