Web designing and coding in html flash, xml, cms, jhoomla

Hi

I have a small xml loading swf/flash website. I wish to make the following changes in it

Button Highlight on click (color change thru xml)

menu background color change and add transparency (thru xml)

text background color change (thru xml)

Paragraph text left /centre align (thru xml)

provision for changing of different text sizes in css file or xml file

page color (when the file is loading) change from brick red (thru xml or just make it black)

I have ought the entire template for $30, so i am looking for a lesser quote for these simple changes.
