simple dApp for Algo?

We need to build a dApp that will let us (or an authorized user) select items to lock up for another person to be able to come claim.
Should be able to select an available ASA token or ASA NFT and lock it for another user by either wallet address OR if a wallet holds a certain ASA (NFT) (assign X asa to X wallet address, OR assign X ASA to holder of X ASA)
User that locks the items should be able to see when claimed and by what wallet, or be able to cancel at anytime (in case of error or limited time offer) it's should stay locked to claim until claimed or canceled by the person that locked it
User would come to app, connect wallet and see if they are holding anything they would get a reward for, and if so, then they could claim it by signing contracts and having item opted in and then sent to their wallet.

successful completion of this dApp could lead to many other jobs as we have a lot to do, but need to find a good dev before we start larger projects.
