Ads management/campaign

I am looking for someone who can provide 1 or more of the following for my business.

1. email advertising campaign - provider need to have a huge amount of subscribers in their list and majority must be form the US.

2. ads placement - provider needs to know how to go out and find websites/blogs that have good traffic and contact the webmaster and make a deal on an ad placement where my banners will be put on their site for a fix price during a period of time. [provider must be able to do research and find the stats of the site and target the site that has quality traffic that is related to my offer.]

2b. own ad placement - provider may have a website of their own or know a friend or someone who has and can put my ads on their site too.
