1.4 MM Email list cleaning (spam traps & bounces ...)

I'm looking for a bulk email professional who would be able to clean 2 lists with totally 1.4 Million emails VERY THOURGHLY. All bounces and spam traps should be removed. If possible/available remove known complainers as well.
Please explain to me the following:
- what is your procedure for removing spam traps (what list you have to compare my lists against)
- your required time to do the work
- provide proof/backup for the fact that the list is clean (list of bounces and traps and how you derived it).
- I will test your result lists first and bounce rate should be less then 3%.
I want to work with someone who will answer ALL my questions and concerns in a timely manner. There are many more email list in future if we are both satisfied after the project.
