Unable to like user pictures in facebook fan page

I have a Fan Page and users are able to add photos. However visitors are unable to like photos added by users, even if they like the fan page they are unable to like a picture. Only friends of the fan are able to do that but I want all fans are able to like a picture, even if they are not friend of the person that upload the picture. Project scope is to fix this bug and create a new landing page.
