Help with Javascript updated forms array object

I have a FORM elements that contains two SELECT lists
The items in list one should set the contents of list two through javascript
all of the html and css work has already been done
the second list Array has already been populated
all that is needed is a javascript function that will update the second list and perhaps the onchance method for the forst list.
this should take less than 10 minutes for a skilled programmer to complete.
