Debug CKeditor WYSIWYG editor display issue in drupal on IE 11 -- 2

I can't get the ckeditor editor to display on my drupal node edit form when viewing in IE 11. It works in all other browsers except for internet explore 11 and lower. I am using 4.x version of the ckeditor module and it's supposed to be compatible. I get the attached error in the js console
