JS developer for webcam hand-detection app

I'm working on a simple web app for people that have a bad habit of unconsciously touching their face.

The app needs to monitor the user's webcam, detect when a hand enters the screen, and report it to the user by sending a sound signal or a pop-up alert.

The user should also have the settings to start or pause the tracking, and choose the reporting type (audio signal or a pop up).

Requirements:

1. A basic HTML page with user settings

3. Successfully detect when users touch their face

4. Notify the user via audio or a pop-up alert

6. Do not overload the CPU or leak memory even after extended use (30+ minutes for example)

7. Perform well in daylight but also semi-dimmed artificial light

The assumed setting is that the user has a laptop or an iMac webcam.

Please briefly describe how you would implement this. I'm a programmer myself so I'll understand the technical terms.
