Build a OTT video streaming platform with apps for android, iOS that can cast to TV devices.

We are looking to put together a development team to create a modern, sleek ad-supported OTT solution for a new streaming platform in the cloud. We want this platform to be available on Smart TVs, Apple TV, Roku, as well as through iOS, Android, and desktop devices. It should be a scalable solution that can easily handle growth through load balancing and adding additional instances as needed. The site/apps should be reliable and fast with great video quality and DRM protection. We want the ability to turn ads on and off both for individual videos as well as site wide.
We will need a robust back-end with the ability to easily modify content, track usage data through reports and chart metrics, create ad campaigns, rate content, schedule releases, manage user accounts (both internal and the public), handle subscription data while following GDPR guidelines.
The team will need experience with
Full Stack development for mobile and desktop apps
Familiarity with Swift, Java, Javascript, Ajax, PHP, MySQL, NodeJS, HTML, and CSS
Device Platforms: Android, iOS, tvOS, Brightscript
Cloud Developing: AWS or other Linux Cloud solutions
Describing technical concepts to non-technical audiences in a way they can understand
A solid understanding of software data structures and algorithms
