149041 IPN issues throughout site

I have a website where you can purchase certain items. For example, one item is to be placed in a feature section on my website. The customer is taking to the paypal screen,makes a payment then taking to a PAYPAL redirect page....you wait less then 10secs and then an error pops up stating there is an error with the website/program contact web owner. This IPN issue is through out my site for 5-6 different items.
