Windows User rights script (any language)

Hi all,
- please do NOT bid if you are not confident with all the requirements and if you cannot develop the project within my given budget, thanks.
I need to create a script to
- modify the user-rights on several Windows® 10 Pro 64-bit computers (see specs attached, and yes, I have admin rights on those, of course!), and
- set in which mode the computer will work: Standard or Limited (explained later)
On starting the laptop, there will let users log in: Admin and User
1) Admin:
- logs with min 10 chars ([login to view URL] chars) login like for example: He@6ju*<Rt2z52 (min 10 chars)
- sets the Computer mode Standard or Limited (explained later): it could be written a text file containing "Mode A" or "Mode B" for example, that in "User" log-in-mode will do the computer work on mode A or B (explained later)
- create Users (can be hundreds)
- admin can do anything, as usual (it is a normal Windows computer)
2) User:
- Computer starts on mode Standard or Limited (explained later), depending on the setting of the Admin
- User cannot modify any hardware or operating system setting
- Network: off
- Camera: off
- USBs: limited
- Other ports: off
- BLE: off
- WiFi: off
- Desktop background config (colour, wallpaper, resolution, etc): off
- Games: off
- Access to "regedit", "cmd" and "powershell": off
- Install programs: off
- Mouse changes: off
- Keyboard changes: off
- Touchscreen config: == YES ==
- Access to any folder (folder explorer): off
- Access to an exchange folder: == YES == (this means, the user can create and delete anything within this folder; it is like his personal folder)
The computer will work in mode Standard or Limited:
- Standard: normal standard Windows computer, with HW/SW access restrictions depending on Admin/User
- Limited: desktop shows only icons to program "[login to view URL]", "[login to view URL]" and "[login to view URL]" and no other program can be opened
The script will just be executed once (and not every time the OS is booted):
- I will modify the actual config of all laptops (as admin) then it will "never" be used again
- I would like to run the script from a USB if possible. I don't care for the language at all
