Batch or EXE that sends email and a text message to wireless phone

I need a script or C# program that can send email and a text message to a cell phone. Should allow me to schedule execution via Windows scheduler

Should take for email:

To, From, Subject, Body

for TXT message:

Phone number

Provider (if needed only)

Text

Regarding SMS - the app will be hosted on desktop. It can use any free service available on the internet to send a message. There is no modem connected to desktop.
