Browser-based Crime Game

We have a browser-based crime game that I have developed, but can't find the time to finish. So we are looking for someone (preferably a team) to finish it. We have a budget of $500 to work with, so please don't bid above that or you'll be wasting our time.

I would estimate 50-65% of the game is completed. What is left to be done is:
gangs/gang warfare, hospital, army/navy, newspaper, jail/trials, almost all career activities (healing sick patients, etc.), most criminal activities (money laundering, etc.), auction system, black market, terrorists, taxes, businesses (players will be able to own and operate them)
Most of these features will be interactive (between two or more players).
We have fairly extensive design documents that describe nearly all features of the game. You can refer to this in planning and can also ask me about game features or code.
If this works out well, we have another similar project that needs some work.
Timeframe: 3-4 weeks
