Advertising Client+Billing System: Phase 1 - Concept

We need a good coder to create a solution design and proof-of-concept for a specific e-commerce and billing software related to buying and selling advertising on websites. The system shall run on linux, PHP, mysql and shall handle all workflows between publishers, clients and us. Optionally also affiliates, but integrating another solution will work. This is NOT a programming bid, but for concept and a proof-of-concept trial setup to decide on. Of course if you are ready to implement it, then this can be the specification, trial and fine-design project phase. Please include details with you bid what you can offer and a track record of similar systems. This concept shall detail all steps for implementation of a billing system that allows for the following Roles There are 4 different roles/parties to manage here WE - the broker Publisher - owner of a website we but ads up Clients - the advertiser Affiliate - the Process It shall handle the process of a client buying advertisements THRU us, sending us money, and we handling the payment of commissions to the publisher (that WE buy the advertisement from) the payment of commissions to affiliates ( we could integrate another 3rd party script for that, e.g. idefaffiliate or any other that suits the need ) and finally manage the whole process of placing the advertisemtent (integration of a workflow tool like perldesk, cerebrus, just to name a few) Additionally the clients shall have a way to lookup their exisitng advertisements, download invoices, ask question in the helpdesk tool/workflow tool etc. Additionally the publishers shall have a way to lookup their exisitng advertisements, download invoices, ask question in the helpdesk tool/workflow tool etc. Additionally the affiliates shall have a way to lookup their existing earnings, download reports, ask question in the helpdesk tool/workflow tool etc.

## Deliverables

1) Complete and fully-functional working program(s) in executable form as well as complete source code of all work done.

2) Deliverables must be in ready-to-run condition, as follows? (depending on the nature? of the deliverables):

a)? For web sites or? other server-side deliverables intended to only ever exist in one place in the Buyer's environment--Deliverables must be installed by the Seller in ready-to-run condition in the Buyer's environment.

b) For all others including desktop software or software the buyer intends to distribute: A software? installation package that will install the software in ready-to-run condition on the platform(s) specified in this bid request.

3) All deliverables will be considered "work made for hire" under U.S. Copyright law. Buyer will receive exclusive and complete copyrights to all work purchased. (No GPL, GNU, 3rd party components, etc. unless all copyright ramifications are explained AND AGREED TO by the buyer on the site per the coder's Seller Legal Agreement).

## Platform

WORD + test system we can provide a server for the proof of concept/trial installs When managing the workflow a 5th role comes into effect, a content writer (internal) handling some work. Security and Visibility is a great issue, so it shall be possible to hide fields and information between these roles. Publishers shall not see clients' information/questionss and vice versa - same for writers... full description in the attachment
