iPhone and Blackberry App/Info Push and Request

GENERAL INFO needed about pricing and ability to perform services including the mobile device coding, the website, the graphics design, and general functionality availability.

Need an iPhone and Blackberry app that can be downloaded from my website and installed on local user's phones.

Users will register online at app Website and use registration data to log into the app on their phone.

Seller will build a web control panel that allows categorized data to be pushed to users. Data may be urgent weather, traffic updates, crime, or other data.

Users will be able to send categorized data back to database including information such as traffic accidents, traffic reports, pot holes, broken streetlights, or other info.

Seller will provide control panel, database control panel, and other as proposed.

I KNOW this is very general but I am at the top level of determining the full scope of this project. I need RANGES of costs, abilities, and past performance data.
