question/anwser script via mail and webpages

we want a site what should be a combination of a form and a chat.

We see a lot of persons who have a question about a subject and we have a big group of persons who have knowlegde.

We want to combine them on a site.

So the function is simple. A person can send a question to a mail address. The mails is saved to a database and placed in a forumstructure.

one could also fill in a form what is save too in the database. Then some more info about the question could be registerd (eg. categoriy etc)

The question is passed via email to a group of persons who can awnser the quetions by going to a page (in the mail a uniquelink is placed so one should not login etc and look for the site.

The anwser is put into the database and mailed to the person. In the mail there should be a link so a person can rate the anwer.

Persons could also search the database with questions and awnsers.

There should be a functionality to prefent spamming on email address and ipaddress

Experts should be able to register, edit there data.

An expert could give areas of expertise.

There should be a admin module where the admin can delete data, change data.

It is more or less a simple versioin of yahoo anwers.
