Modify and Re-design email software system

I am trying to start an email marketing site similar to constant contacts. I am using interspire email software and need someone that can help me to modify the code to do a few things;
-Change the amount of users to be 999999999
-Totally redesign the software to incorporate our company design so that the software doesnt look like
the interspire software but like ours
-Make sure that email addresses are opt in by sending a confirmation link to each subscriber
-integrate at least 3 payment system such as Pay Pal, Money Bookers, Credit Card ([url removed, login to view] or
Plimus or Alert Pay)
- Have option for trial membership for 30 to 60 days with few emails sending limit.
-After making payment for a package that members email sending limit should be set automatically. Say
if anyone purchase 500 emails/day packages then it should be set accordingly and there should be an
option for recurring payment option/ auto renewal. You can also add a reminder option for renewal of
membership.
-For trial members you can set some reminder or newsletters option to remind them to purchase your
service. Sometimes you can offer some discount say 10% if join now after trial period.
-You should include an option such as IP rotation or using multiple ips after a certain time. Say if
you white listed 7 ips then you may use all 7 ips to send email by rotating them after a certain
number of email sent from an ip.
-We have to use dozens of IP’s These IPs are grouped into four different reputation levels: Free (free
trials, and customers using our Friends and Family Free plan); Shared (the majority of customers);
Trusted (customers with good sending and list management histories); and Confirmed-Optin-Only
(customers who have only used confirmed optin, and have never imported any outside lists). We
regularly monitor our IP acceptance rates using ReturnPath, a leading 3rd party deliverability
vendor. Depending on which group of IPs email is sent from, inbox acceptance rates range from 96% to
99%.
