solve design problem with dotster reseller account

I inscribed myself as a dotster reseller for domains and web-hosting.

I tryed to set-up my account as explained in the links above, but i have a problem in my design and i cant solve it. The problem is the header and the footer are not showing the correct size.

I believe this is a simple thing to solve but i simply can´t understand what is wrong.

You must speak perfect english, and have instant messenger. Work should be done in one day, i will be online with you via messenger to solve any doubts you may have.

I still need to install a live help in that site and correct some design small issues. I don´t want to pay more than 30 USD for this project.

In case you are wondering, I asked dotster for their help a few months ago but they only send emails after emails saying that they will correct the problem but they never do and when i asked them for a contact from a freelancer they told me to search yellow pages.... (some guys really dont understand business)
