I have a client who is looking to have a web based application designed which will:
Centrally store uploaded TIFF images (TIFF images will be FTP'd to the server into a designated secure folder)
On demand convert the TIFF image to PDF which must be able to be zoomed, rotated etc and downloaded
Files will be converted to JPG for display purposes.
Files will be searchable, based on keywords contained within the PDF document.
Access control and security is vitally important
Different clients will need to log into the application but must only be able to search PDF files within their "category" - no user will be able to view any file not "belonging" to them.
Database will hold details on approx 4,000,000 images but must be capable of holding/searching far more.

Suggestions and ideas are welcome, within the scope of the initial brief, and you are asked to include your ideas within PMB messages. Do not simply bid $5000 because that it the top figure allowed, bid and explain why you are bidding that amount.
From selection to completion of the project should be no more than 30 days, including testing. Any provider who cannot achieve this need not bid - I need someone reliable, with excellent communication, flexible (because things can and will probably change).
