Assembly Password Program

I need a program that will be located or loaded from the master boot record, and this program must not be OS dependant. It will look for a file or sector(s) before Windows boots and read if there is a one or a zero present and if there is a one present then the program will look for a different file or sector(s) and read in the passcode required, then it will ask for the passcode(after reboot) and if the user gives the correct passcode the machine will continue to boot, if the given passcode is incorrect the program will loop and ask for it again until the correct passcode is given. The first file(containing one or zero) would represent if a password is required or not. I will also need a way to write to both files or sector(s), from either inside Windows or from DOS. I also need a loader to load the program into the MBR. These must work with FAT16, FAT32, and NTFS. This would be similar to Passprot, you can find a copy of this at http://randomperson.cjb.net. I would prefer this to be written for a assembler that is freely available, or at a low cost.
