Pixel Ad site with add'l features

Looking to create a "pixel ad" site with some additional functionality (details to be discussed with winning bidder).
This site will perform three major functions:
1)Advertisers will be able to sign on, create a “campaign” (number of pixels, length of campaign in months, etc), upload the graphic, PAY (you must implement payment system) and then be able to track their campaign later on. Pertinent info will include number of clicks and other data.
2)Users will visit the site and click on the pixel advertisements. Each ad will open in a new window, and will credit the visitor for the click. ALL DATA must be tracked so we know who clicked what, when, and how many times.
3)At the end of the month, there will be a cleanup function to begin the campaigns for the next month, and additional monthly functions.
Additional site functionality will include an administrative interface (for managing accounts, campaigns, and site options) and refer-a-friend.

REQUIREMENTS:
Soup-to-nuts, including some design (comps already have been created), and necessary programming in PHP/mySQL or other based on preference.
