Create a Drupal Template

Hi I need a Drupal theme for my blog, i do ask that it has a view symbol next to the author in articles so it shows how many views that article has, also i have seen this in another theme if you put a picture for you article it will display the proper length and if it cant fit the appropriate length it will fill the background with a colour, i hope that makes sense if not take a look at this WP theme which does that

Requirements:

- No java script, jQuery or CSS 3 nothing of that.

- No google fonts or anything equivalent everything needs to be local.

- Nice clean secure code.

- Just a nice HTML theme.

- 404, 403 and Maintenance Page.

- All files included source code, theme and sub theme.

- the usual stuff in the theme settings.
