First is to seek permission from facebook for User_photos and User_posts

User will allow application and your script will fetch users photos and based on number of likes. it will display the most liked picture to the user on a webpage on fixed image

Note: you only need to create script which is working on developer and tester accounts . For permissions we will take care of
