create XMl product import feature into multi vendor

I have a multi vendor site .
Need to allow each vendor to import products by XMl similar to that of Google Merchant and Facebook catolog import.
Need to create import feature.
Upload URL. Update/add products or delete all and import new.
Must be able to fetch price, description, images, quantity, and catorgies.
Once fetches code needs to be able to display catorgies imported and ask user to match common categories with my website catorgies.
Once catorgies selected. Then it needs to ask user to assign shipping to all products.
So short story.
