Custom Container for Logo and Navigation in Wordpress

Purchased a theme but it doesn't come with a navigation menu in the header, but it instead pops out from the side. I'd really ideally like the menu in the header in a classic format.
Chosen freelancer is to create a container and place the menu and logo within it. Menu must not be hard coded in using HTML as client would be unable to change menu items. Instead the menu has to be assigned via theme functions and placed in theme header using PHP.
Side note, I am a developer myself, running a development agency but work like this is to help free up time for others. So please, do not try and overcharge as we know exactly what the job entails.
