Fix SMS Platform

What we need is:

First of all, we need **responsible decent professional developer** based on our experience, that is the most difficult part of our requirements.

2). Fix why the admin, reseller and/or the users log in to the interface/platform take too much time to open the interface and provide access.

3). For some reason, when our customer (only consumer accounts) buy sms credits the system duplicate the amount in the paypal interface

4). We need to verify why the incoming sms take too many time to arrive/appear into the inbox of any kind of user.

5). In the admin area, we need to adjust/modify a native throttle sms capacity function. In other words, admin can assign to each user (consumer or reseller accounts) how many sms can send (sms outgoing) per second.
