Quick Cart Loaded v. 1.4 modification

Need to give the possibility to a reseller or company to subscribe so that can see discounted prices. The admin activate manually the subscription, the system send username and password. The admin can manage a "resellers area" where can also input the discount to apply to the resellers (or company).

Also need to apply a tax (percent) for customers who buy from a specific group of state (italian region).
