User Portal Functionality - Search Locations, Add Locations

I currently have a user portal and would like to add functionality that allows users to search cities for fishing locations and add a location to the site.

There is only 2 search criteria involved:

1. Fish Species

2. City (CSV File containing 29,853 records)

The user selects the species they want to catch and the city they want to fish - The result page will be based on the species and in the side bar will display locations for the user to choose from. The user can click on the location and the content specific to that location will load on the main section of the page.

Locations are created by users. The user that creates the location has the option to hide the location from search results (private) or to share their location in search results (public). Only locations that have been designated as "public" can be displayed in search results.

I want to architect the site in a way so that each city directory contains 2 directories (1 directory for freshwater, 1 directory for saltwater). Each of these directories contains individual directories (1 directory for each fish species). Freshwater contains 3 directories (1 for each species), Saltwater contains 7 directories (1 for each species).

This is the results page for the search. This page is template based and includes the following elements:

- Search Field (so the user can perform a new search)

- Locations applicable to the city

State Specific HUB Page (see [login to view URL])

There is also a hub page for each state (i.e. [login to view URL]). The purpose of these pages is to allow me to direct traffic from individual US states to dedicated search portals for their state. I.E. Florida traffic will be funneled into [login to view URL]

This hub page is also template based and needs to include the following elements:

- Search Field (same as before)

- Newly Added locations

- The ability to customize the Page title, description, and keywords

- The ability to add the facebook like but (each hub has a different facebook page)

Adding a Location

Once a user is logged into their account they can "Add a Location", and will need to submit the following information for each location they add to their account and the system respectively:

- City (Dropdown List)

- Location Name (Open Field)

- Location GPS Coordinates (Manual Entry or Automatic)

- Location Privacy (Private or Public)

I already have the HTML completed and just need the functionality to be programmed. I would like the programming to be done using PHP. I am using ModX as a CMS. And as I mentioned before, I would like to be able to manage content for each State's HUB Page if necessary.
