Correcting English academic text

OK, we are a university and are looking for a person, who would check and sometimes rewrite whole sentences of authors in their academic research papers. In 75 % cases the English is understandable and needs minor correction but in 25 % it is not easily understandable (the corrector needs to read whole paragraph sometimes to get the big picture of what the author tries to say) and needs whole sentences or even paragraphs to be rewritten.
We will pay 1 USD per 1000 characters of original text.
Adding to this. Each article has references. To check the references are formatted correctly in respect to APA citation norm we will give you 2 USD per article no matter how many references is there (5-10 is common).
Considering average length of article, one can make about 5-6 USD per article. The expected volume is 20-100 articles per year.

It is advised to have a college degree and have fluent English. Plenty of the articles are from Russian speaking authors, so knowledge of Russian may be helpful as those authors could supply original text of the article for better understanding of the text.
