Create a Python program/daemon

I need a Python 3 program that can be installed like this:
sudo apt-get install NAME_PROGRAM
Or something similar.
After the instalation, the program runs on the background. Saving each datetime on a file ([login to view URL]).
2018-01-01 00:00:00
2018-01-01 00:01:00
2018-01-01 00:02:00
....
And I need to be able to interact with the program. For example:
>> program_name -dates
>> {"date": "2018-01-01 00:00:00", "date": "2018-01-01 00:01:00", "date": "2018-01-01 00:02:00"}
>> program_name -reset_dates
>> {}
>> program_name -send_email "email@[login to view URL]"
>> {}
The program has to save these dates in a file and also in memory. So the script has only be initialited once (if there is more than one initialization the memory will wipe out)
