python function to manipulate xml file

I need a python function that given a path and an array of dicts containing name and values will add those to an xml file
array = [{"Name" : "MyName","Value":123.5},{"Name" : "MyName2","Value":33.5}]
The those values will have to be appended to existing xml file as (not using string manipulation) and the file saved.
each values will have to be added as:
<Constant>
<Name>MyName</Name>
<Value>123.5</Value>
</Constant>
