Generate GIF from URL with text overlay

Create a 2 frame animated gif that uses a URL to insert someones name onto a frame and a play button on top. It could be either handwriting text onto a blackboard or typed text on an iPhone positioned in my hand.
For example, embedding an image URL with [login to view URL] generates a gif with Steve written on it.
It looks like this can be done with with Cloudinary and Rails.
I already have a heroku account this could be uploaded to.

The purpose is to try and get people to click on a welcome video because they see their name in the GIF.
