Chrome extension - Display photo as icon

i need simple chrome browser add on. extension should feature an icon in chrome, which changes when new pic is available online. it should work like that:
1. extension should check for image on this address (every 30 minutes):
[login to view URL]
2. extension should pull the image, resize it and display as icon in chrome (top right)
3. if user clicks an icon, it should redirect to [login to view URL]
when extension is added it should feature default icon (i will provide it). like i said it should pull pic every 30 min. when its installed for 1st time or when browser is restarted, it should immediately check for new image (if this is possible to implement).
i know you cant display super quality photo in small icon size but it just has to be scaled down (whatever javascript can do).
i can spend up to $20 for this the lower the better. please dont bid if you cant do it AND if you wont read it and think about it. i am not interested in 1000 "fake coders" who sent "i can do it". i will rate such people as SCAM.
