Simple CentOS script: restart a service if file exists

Hi, I need a very simple script:
I need a script that runs 24/7 constantly monitoring for the presence of a file. If a file exists, (ex: restart_httpd), I want it to delete that file and restart the httpd service (i.e execute 'service httpd restart'). I also need this script to run on server startup.
I am running CentOS 6 and CentOS 7.
